30     REGULATIONS

30.1   Board to Formulate Regulations

The Board may (by itself or by delegation to a committee) formulate, approve, issue, adopt, interpret and amend such Regulations for the proper advancement, management and administration of the Federation, the advancement of the objects of the Federation and the sport of baseball as it thinks necessary or desirable.  Such Regulations must be consistent with these Rules and any policy directives of the Council.

30.2   Regulations Binding

All Regulations made under this Rule shall be binding on the Federation and Members.

30.3   Regulations Deemed Applicable

All rules, by-laws and regulations of the Federation in force at the date of the approval of these Rules under the Act insofar as such rules and regulations are not inconsistent with, or have been replaced by these Rules, shall be deemed to be Regulations under this Rule.

30.4   Notices Binding on Members

Amendments, alterations, interpretations or other changes to Regulations shall be advised to Member States by means of notices approved by the Board and prepared and issued by the Chief Executive Officer.  Member States shall be obliged to draw such notices to the attention of their respective Members.  Notices are binding upon all Members.
